Community Safety Manager

Community Safety Managers have a huge variety of tasks – some may deal directly with the public, others have a much more strategic role. Basically they are the council’s lead officer on community safety matters, with the expectation that they will provide all necessary management and guidance on community safety matters as required.

 

Main Purpose of Job

  • To ensure the effective strategic and operational co-ordination of the Community Safety Partnership and management of its funding and programmes of activity.
  • To ensure that the council fulfils its statutory community safety obligations.
  • To ensure that groups deliver on the targets for the Local Area Agreement (LAA) within the Safer, Stronger Communities Block and relevant cross cutting themes.
  • To give advice about community safety policies and proposals and to liaise with other council departments, external agencies and other partnerships regarding the community safety needs of the partnership.
  • To manage the community safety team and to be responsible for the day-to-day management of the community safety budgets (including monitoring expenditure and preparing estimates).
  • To provide advice, guidance and support on strategic and operational community safety issues to senior management and political leaders.
  • To work across council departments and service areas to support the mainstreaming of community safety activity.

 

Key Duties:

  • To provide clear and effective leadership and collaborative management for the community safety agenda across the council, working closely with the Council’s Executive and other elected members, corporate directors, chief officers and service managers across all directorates to ensure the fulfilment of the authority’s statutory obligations under The Crime & Disorder Act 1998 and subsequent community safety legislation.
  • To provide the Council’s Executive and other elected members, corporate directors, chief officers and service managers with advice, guidance and support on community safety strategy and operational matters to ensure the council works effectively with all partners to reduce crime, anti social behaviour, substance misuse and the fear of crime.
  • To co-ordinate and support the CS Partnership Board and its associated groups to ensure their effectiveness (preparing reports, action plans and identifying priorities from the relevant strategies).
  • To lead strategic problem-solving within the Community Safety Partnership, developing and implementing relevant protocols, policies and practices to enable and enhance intelligence-led multi-agency problem-solving activity.
  • To advise, guide and support the Community Safety Partnership undertaking of strategic assessments, the development and implementation of strategic visions and priorities, multi-agency action plans and associated performance management frameworks.
  • To be responsible for the production of strategies and policies as required including the priorities in the Stronger, Safer Communities block of the LAA.

·         To be responsible for the day-to-day management of the community safety budgets - monitoring expenditure and preparing estimates.

  • To be responsible for preparing an annual Service and Financial Plan in accordance with any agreed corporate framework/procedure.
